Distortion/Blanking out of face refers to the meaning of the Blank Face LP Album. However, the eyes are kept to show that Q is embracing the idea of being anonymous and facing it head on. The "spray paint" over the  face adds to the distortion as well as symbolizing age, which represents the violence/negative connotations or hate.
